A Green Future
This website is an initial suite of investment ready projects to assist the journey to realising Oxfordshire’s net-zero ambitions, and building on a wider vision for Oxfordshire in the Oxfordshire Story. It has grown on the foundation of local leadership, from the pioneering Pathways to a Zero Carbon Oxfordshire (PAZCO) initiative to our Local Nature Recovery Strategy and Climate Adaptation route map.
Guided by these frameworks, we are ready to accelerate the growth of our clean tech sector, enhance our green economy, and restore the natural environment.
In December 2024, Oxfordshire County Council became the first local authority in the UK to set a target of going beyond net zero in relation to carbon emissions, looking at nature-based solutions and other methods of carbon dioxide removal.
The county also benefits from an active network of nature recovery organisations, with the Oxfordshire Local Nature Partnership (LNP) and over 200 local nature recovery groups as well as many active community groups. These have recently been mapped on the Mycelium map – you can find it here.

Route to Net Zero and Nature Recovery
The Pathways to a Zero Carbon Oxfordshire (PaZCO) report was conducted by the University of Oxford on behalf of a collaboration which included all Oxfordshire councils – Oxfordshire County, Cherwell District, Oxford City, South Oxfordshire, Vale of White Horse and West Oxfordshire District– along with Enterprise Oxfordshire, Oxford Brookes University, Scottish and Southern Electricity Networks (SSEN), Low Carbon Hub, Greater South East Net Zero Hub and Oxford Sciences Innovation.
It highlights successes in decarbonising electricity and reducing energy demand, and showcases the considerable sustainability expertise within Oxfordshire, underpinned by a thriving world-class innovation ecosystem. It states that further emissions reductions requires local investment in building retrofit, cleaner heating systems and electric vehicles; and cultural and behavioural changes such as active travel, dietary changes and reduced energy demand.
Green finance
Green finance is revolutionising the way we approach economic growth and environmental stewardship. By channelling funds into projects and initiatives that promote ecological sustainability, green finance aims to leverage private funding to mitigate and adapt to the impacts of climate change, address the nature crisis, and foster a healthier planet for future generations.
Investing in green finance means supporting renewable energy, energy efficiency, sustainable agriculture, and conservation efforts. It combines a return on investment with delivery of social value. As global awareness of environmental issues grows, green finance is becoming a cornerstone of responsible investing, offering opportunities to align your financial goals with your environmental and social values.
Nature finance, a subset of green finance, is a nascent but innovative market in the green investment sector, which focuses on funding the enhancement of natural landscapes and regenerating ecosystems.
Using mechanisms such as biodiversity net gain, carbon credits, and emerging ecosystem service markets (where benefits such as enhanced water quality, reduced flood risk and air quality, can be monetised), returns can be generated for investors.
Through funding projects that build resilience and enable nature to recover, investors can achieve environmental, societal and economic benefits for a more sustainable future.
A number of global investment institutions have established their own natural capital investment strategies, and with a growing number of transactions demonstrating projects can deliver an investable risk-adjusted return, nature finance, or natural capital investment, is becoming increasingly recognised as an asset class in its own right.
There is a range of nature recovery and Biodiversity Net Gain investment opportunities across Oxfordshire at different scales with investment needs from £2m to £50m, including a catalyst investment facility.
